RUMFORD - Rumford tax collector Carlo Puiia said Friday that he believes the primary reason a special outside audit of town finances was conducted this summer was because of the fluctuations in excise tax.

"I believe there were some suspicions on me. There are many reasons why excise taxes go up and down," he said Friday afternoon.
