Summary
One has to appreciate the Bush administration's cunning strategy on Iraq. Here's what I see:
Tell the world we need another 20,000 troops in Iraq - against the recommendations of the military command. The Democratic Congress balks and forces the number down to 5,000, or maybe even zero additional troops. Iraq continues its downward spiral that started from the get-go and falls into anarchy or a full-fledged civil war. Then the Bush administration can say, "Hey, it's not our fault. Our plan for an additional 20,000 troops would have saved the day."See the full content of this document
